This report is the final report of APEC Energy Transition Towards Net-Zero: Foresight Scenarios and Policy Impact. It analyzes three hydrogen economy scenarios for the Asia-Pacific region through 2050. Using foresight tools including STEEP framework analysis and Foresight Canvas methodology, combined with economic modeling and participatory workshops involving 42 participants from seven APEC economies, it evaluates a Reference scenario (current trends), Carbon Neutrality scenario (moderate hydrogen adoption), and Hydrogen Economy Policy scenario (accelerated green hydrogen deployment). The foresight process enabled stakeholders to explore beyond probable futures to identify transformative pathways. The HEP scenario delivers the strongest outcomes: USD327 billion additional GDP, 40% emissions reduction, and 30 million new jobs by 2050. Key recommendations include standardized hydrogen policies across APEC, enhanced technology transfer mechanisms, workforce development programs, coordinated infrastructure investment, and strengthened research collaboration to establish a borderless regional hydrogen market.
