This document analyzes the transformative potential of LEO broadband connectivity and the numerous opportunities it offers, such as enhancing connectivity in remote areas, increasing connectivity offerings, enabling improved public safety and domestic security, and augmenting the quality of available services. It presents research and background assessing the legal and regulatory landscape for the provision of LEO satellite services across the APEC region. Possible best practices in regulatory frameworks are also discussed, highlighting recent regulatory developments in the APEC economies.
