This report, developed under APEC Project DESG 203 2023A, explores best policy practices to enhance Micro, Small and Medium-sized Enterprises' (MSMEs) access to Cultural and Creative Industries (CCIs) in the digital era. It highlights CCIs' increasing relevance as engines of innovation, social cohesion, and inclusive economic growth, aligning with APEC's strategic priorities and Sustainable Development Goals (SDGs).
The research drew on four complementary sources: 10 APEC economy case studies, 5 expert interviews, a regional survey of 80 stakeholders from 14 economies, and a workshop with 15 specialists. Key findings indicate that digital transformation is a critical enabler for MSME growth in the creative economy, public-private partnerships are essential, and gender-inclusive, decentralized policies strengthen ecosystem resilience.
The report offers a practical resource to foster more innovative, inclusive, and sustainable economies in the APEC region.
